Together with the
Internal Regulations these statutes define
what IACES is all about.
1. Name and settlement of the association
- The name of the association is "International Association of Civil Engineering Students"
(IACES).
- The association is settled in Delft, the Netherlands.
2. Aims
The aims of the association are:
- Development of contacts between civil engineering students.
- Information and support of each other concerning any matter of civil engineering.
- Information of and cooperation with governments, trade and industry, universities and institutions about the AssociationAEs activities and experiences.
- Expressing the studentsAE point of view on international matters concerning the study of civil engineering.
- Promotion of international understanding and goodwill.
3. Members of IACES
- Local Committees (LC). See paragraph 5.
- Contact Persons (CP). See paragraph 6.
- Alumni Club (AC). See paragraph 7.
- Associated members. See paragraph 8.
4. Bodies of IACES
- General Assembly of Representatives (GAR). See paragraph 9.
- General Board (GB). See paragraph 10.
- Account Verifying Committee (AVC). See paragraph 11.
- Coordination Centre (CC). See paragraph 12.
5. Local Committee
- An LC is a local organization of IACES consisting of students of civil engineering or a similar education at any university or similar academic institution offering civil engineering education.
- Only one LC can exist at each university.
- Every LC can have its own statutes but these can not be in contradiction to the general statutes of IACES.
- Every LC is financially self-supporting.
- Every LC must fulfil the LC Activity Criteria as described in the
Internal Regulations.
- Every LC must have a board of at least three members (President, Secretary and Treasurer) who are known at the CC by name and address.
- To become an LC an application has to be sent to the CC. The GB decides about the acceptance. The applying part can appeal against this decision at the following GAR.
- The GB can deprive an LC of its membership if it does not act in accordance with the statutes or internal regulations of IACES. The deprived LC can appeal against this decision at the following GAR.
6. Contact Person
- A CP is a person or group of persons that is involved with IACES, consisting of students of civil engineering or a similar education at any university or similar academic institution offering civil engineering education.
- One CP can exist at every university where no LC exists.
Every CP must fulfil the CP Activity Criteria as described in the
Internal Regulations.
- Every CP must have one person known at the CC by name and address.
- To become a CP an application has to be sent to the CC. The GB decides about the acceptance. The applying part can appeal against this decision at the following GAR.
- The GB can deprive an CP of its membership if it does not act in accordance with the statutes or internal regulations of IACES. The deprived CP can appeal against this decision at the following GAR.
7. Alumni Club
- The AC is the association of former members of LCs and CPs who have completed their education.
- The AC can have its own statutes but these can not be in contradiction to the general statutes of IACES.
- The AC does not have the right to vote.
8. Associated Members
- Anyone who supports IACES can be an associated member without the right to vote.
- Members as defined in paragraph 8a can become members of honour by approval at the GAR.
9. General Assembly of Representatives
- The GAR is the parliament of IACES.
- The GAR is public.
- The GAR assembles at least once a year.
- The GAR must be called by the GB or by at least 25% of the total number of representatives.
- The GAR has to be called in written form, including a preliminary agenda to all the LCAEs and CPAEs at least two months before the GAR assembles.
- Every LC has two votes used by either one or two of its representatives. Every CP has one vote.
- An LC can delegate another LC or CP to vote on its behalf. A delegation letter must be presented to the GAR.
- Every present member of the GB has one vote. A member of the GB cannot be a representative.
- Valid decisions can only be made if at least 25% of the total possible number of representatives or representatives of at least 25% of the LCs are present.
- A majority of the people who are present and entitled to vote is needed to take valid decisions, to change the internal regulations and to elect people. A majority of at least 2/3 of the quorum is needed to change the statutes and to relieve the LC that hosts the CC from its CC tasks.
10. General Board
- The GB represents IACES.
- The GB leads and guides the general policy of IACES.
- The GB prepares and leads the GAR.
- The GB supervises the CC.
- The GB is elected, suspended and discharged by the GAR.
- The GB has five members: President, First Vice-President, Second Vice-President, Secretary and Treasurer.
- The five members of the GB study at universities of at least four different countries.
- The President, First Vice-President and Second Vice-President are elected by the GAR for a one-year period.
- The LC that hosts the CC nominates the candidates for Secretary and Treasurer who are ratified by the GAR for a one-year period.
11. Account Verifying Committee
- The AVC verifies the financial books of IACES.
- The AVC presents a report to the GAR.
- The GAR elects an LC to be the AVC for the following financial year.
12. Coordination Centre
- The CC is the secretariat of IACES.
- The CC is responsible for the IACES Newsletter.
- The CC is managed by an LC that is elected by the GAR.
- The LC that hosts the CC is responsible for the finances of its CC tasks.
- In case of mismanagement the GAR can relieve the LC hosting the CC of its CC tasks.
- The LC hosting the CC can ask the GAR to be relieved from its CC tasks.
13. Finances
- IACES is a non-profit association.
- The financial year lasts from August 1st to July 31st.
- The GB-Fund is money gathered for IACES.
- The GB-Fund is managed by the GB according to the aims of IACES.
- The treasurer of the GB is responsible for the financial transactions concerning the GB-Fund.
- The management of the GB-Fund is verified by the AVC.
- After the GAR adopts the financial report, the GB is relieved from its financial responsibilities.
14. Others
- To change these statutes, a written proposal must be sent to all LCs and CPs at least two months before the GAR assembles.
- In addition to the statutes, IACES has internal regulations. These can not be in contradiction to the statutes.
- The GB decides on matters not stated in these statutes or the
Internal Regulations.
15. Dissolving of the Association
- IACES can only be dissolved if this is decided at two consecutive GARAEs. If necessary, the GB can convoke an extraordinary GAR for this purpose.
At this GAR the use of the credit balance of the association will be determined.
